What it is
Article 14, item II, of Resolução CVM No. 13/2020 requires the non-resident investor representative to file a semiannual report with the CVM in the Annex C format within 15 business days after the end of each calendar half-year — counted from 30 June and 31 December. The difference from the monthly report is granularity, not volume: where the monthly filing aggregates the portfolio into 30 categories, the semiannual one goes down to the individual asset, reporting the type, class, code, start date of the investment and market value (Level 1 fair value) of each security or financial asset, alongside the period cash movements and net assets. Teams that build a single extractor for both filings tend to find this out late. The basis is Resolução CVM 13, not Joint Resolution BCB/CVM No. 13.
Who must comply
The Brazilian representative of the CVM-registered non-resident investor. Custodians, central depositories, bookkeeping agents, registrars, settlement systems, organised-market operators and fund administrators must supply the required data (article 14, § 1).
Penalties for non-compliance
A daily fine for missing the deadline (article 23), and a serious violation for the purposes of article 11, § 3, of Law 6,385/1976 (article 24).
